Where our development experience comes from
Mirion Builders was founded by Fatmir (Miri) Vlada in 2007 to develop residential property. Its first residential development, a six-bedroom auction property in Harrow, set the standard for the business and led to further developments as the company grew.
That background still shapes how we look at a building: what it could become, what the site allows and what the work will involve.
What property development work can involve
Development covers a wide range of work, from refurbishing a tired house to extending it, converting the loft or changing the layout so that it works better. Depending on the property, our work can include:
- A full refurbishment, including structural alterations, through our renovations and construction service.
- Extensions and loft conversions.
- Kitchens, bathrooms and plumbing and heating.
- Surveys and design and floor planning before work starts.
Buying a property to develop?
If you are considering an auction purchase, our auctions service offers pre-auction consultations: a look at the property's condition, the repairs or renovation it may need and an estimate of the cost of the work. For a private purchase, a pre-purchase survey helps you understand the building before you commit.
Planning, building regulations and party walls
Most development work needs some form of consent. Depending on the property and the council, that can mean householder planning permission, prior approval, a lawful development certificate, building regulations approval and party wall notices where you share a wall with a neighbour. We look at what applies before the work is priced, so that the scope and the timetable allow for it.
Permitted development rights apply to houses, not flats, and they are limited or removed in conservation areas, on listed buildings and where an Article 4 direction applies. Check the position for your address with the local planning authority.

Yes. For auction properties, our pre-auction consultation covers the property's condition, the repairs or renovation it may need and an estimate of the cost of the work. For other purchases, our survey service gives you a pre-purchase view of the building. These are building assessments, not financial advice.

It depends on the property and where it is. Many houses can be extended or have their loft converted under permitted development, but flats do not have those rights, and conservation areas, listed buildings and Article 4 directions can remove or restrict them. Building regulations approval is usually needed separately. Check your address with the local planning authority; we can explain what is likely to apply when we look at the property.
